I have the same problem with my 99 9-3. The OE tires are 16" Michelin Pilot HX MXM's. I had them replaced during a recent snowstorm as I was getting no traction(they were nearing the end of their life anyway.) I went to a local NTB that didn't have the Pilots but had Yokohamas that had a good rating and had better traction. Plus they were a less expensive. I hesitated but had them mount the tires for saftey reasons. I should state that my car rode as smooth as a button before I brought it in. The next day I immediately noticed strong vibrations at highway speeds. I don't know what they did wrong but after four balances they never got the vibration out. The shimmy was almost idential to your description. They blamed it on my rims saying they weren't "true" and that the stiff sidewall of the Yokos were transmitting the vibrations. It was even suggested that I may have hit too many potholes...huh??? They pointed out that the Pilots had softer sidewalls therefore I wouldn't notice the vibration. I had them go back and install new Pilots but guess what...the shimmy is still there but the range has narrowed(65-75mph.)I have an appointment with my trusted Saab shop on Thursday to have them look at the problem. I'll let you know if they shed any light on the problem. Until then, here's an interesting link you might appreciate:
