so to speak but that should be pretty clear from the name. When you park it is nice to be able to remove the key. For instance, if you must leave your car in a vulernable position, say disabled on the side of the road at night, the proper lighting arrangement is to have both the parking and flashers on so there is illumination 100% of the time. There may also be other times when when hazzards aren't really required but you want to use the parking lights to ensure the car is seen.
In fact, it is even the law in many situations that the parking lights be illuminated. From WI motorist handbook:
"If parked on a rural highway, you must leave at least .... and, if parked at night, your parking and taillights must be on."
The SAAB arrangment allows you to remove the key in these situations but maintain the parking lights.
BTW - When I went through drivers Ed I was taught that you never drive with only parking lights on as they are only for parking. This included only parking lights w/fog lights too.
