These cars are pretty problem free. A failed turbo seal is a common thing, replaceble under warranty. But nothing that is going to strand you.
T7 became the ECU for these cars in 2000. It's a significant improvement over T5 and has integrated cruise with the motorized throttle. However if you want TCS you should get 2001 as the 2000's didn't have it.
I had a 2000 9-3 for 3 years under GMAC leasing. It was pretty good. Pales in comparison to my 9-3SS but I do (still) miss the hatch.
