Yes, I agree with your explanation. It all sounds correct, and would be interesting to know if a plugged fuel filter can cause this.
I understand the ionization current measurement, I just do not understand enough about the engine to know if the ecu will function this way. There is still an old paper you can find online, by "Lars Eriksson from Linkoping University, Sweden", maybe you would find that interesting.
I keep thinking that a hole in the vacuum line going to the FPR could cause this, but I am not sure. If the FPR does not regulate the fuel pressure up with the boost, there will not be enough pressure in the fuel rail for max boost. At low rpm it will be ok, because the fuel control is closed loop, so the ecu will just make the pulses to the injectors longer. At high rpm the frequency of the pulses increases, so making them longer to compensate for low fuel pressure may not work.
The control gets complicated when the rpm, boost pressure, and duty cycle of the injectors are all changing at the same time, even with regulated fuel pressure. If the fuel pressure regulation fails, who knows what the symptoms will be?
Some modified engines need higher pressure FPR's for that reason.
Perhaps another thread, asking if the ecu will lower boost if fuel starvation occurs?
