No, not the idle air control valve. That only comes into play at idle, when the throttle plate is closed. When you are on the throttle, the IAC is closed, and the throttle plate swings open depending on how hard you push the pedal.
If the throttle cable is sticking, there are posts on lubricating that.
If the plate is sticking in the bore, you may be able to fix it by cleaning the ring of black crud off the inside of the throttle body. See pic. A rag soaked in carb cleaner of isopropyl alcohol (rubbing alcohol) will do. You can get some idea if this is happening by moving the throttle arm by hand.
If the problem is in the throttle plate pivots, or in the return spring sleeve bearing, or the plastic spools the return springs ride on, then you pretty much have to disassemble the throttle body, clean and lubricate all the moving parts, and put it all back together... (ouch)
