...since you state that you are not mechanically inclined, I would take the 4K and buy another Saab. I agree with the other poster who said that Saabs (and front wheel drive cars in general) are sensitive to front-end problems. (though not as sensitive to OG900s and 99s which have a clamshell type hood.) $4,000 seems pretty fair to me.
When my wife's 1989 900 was hit in right front by a big Mercedes, we totaled it, and used the money to get a 1992 900 in better condition with fewer miles but with a bad transmission. We just pulled the tranny from the '89 and had a much better car for $500 more. You may not want to go through with this, but possibly you could post the totaled car on Saabnet for sale as a parts car and make a few hundred dollars. Or maybe your local Saab mechanic may want it for the same reason.
