I can only speak from my experience, but our early 9-3 has been great.
I think that besides the loose head bolt issue from the factory, which if I recall correctly was not strictly a '99 issue, the cars have been good. Also regarding this issue, it should be apparent from viewing the engine compartment on a pre-purchase inspection whether the car has an issue or not. Look for an oily residue where the head meets the block on the driver front of the motor (below the exhaust manifold). If oily, keep looking or bargain and chance a retorque.
The OG9-3 (99-02(03 for verts)) was not as much a new model, as an update to the NG900. So if it were me, I wouldn't worry either way.
Look for complete service records for whatever car you buy. Sludge is a problem for any of these motors (T5 or T7), so make sure the car in question has had a steady diet of synthetic oil and a functioning PCV system. Search for lots of discussion on this.
