Oil consumption - bad turbo?

OK, I have written about this before - my 1999 9-3 convertible is using oil, like 2 quarts or more per 1000 miles.
The car has 84K miles.
It seems to run and drive fine, always starts on the first crank, good turbo boost, etc.
I did pull the plugs, and there is oil on them, pretty much an even amount of oil on all four. I notice only the smallest puffs of blue smoke occasionall on starting up and on acceleration.
I suspected it is a bad turbo oil seal, which means rebuilding/replacing the turbo - however I pulled off air hoses and dont see any oil pooling in the turbo. I didn't take off the intake on the throttle body yet.
My question is, how could it be using SO MUCH oil when I see very little smoke, see NO evidence of any oil leakage anywhere? COuld there be other problems, like bad valve guides or bad oil control rings? if so, wouldn't there be more smoke though? Most of the time the exhaust is completely clear.
Any thoughts appreciated. I am prepared to do the turbo if that is the problem, but would hate to pull the turbo out and find it is a different problem.
