Now your description sounds EVEN MORE like you're losing vacuum for the brake booster.
If the vacuum hose to the booster were truly cut or broken, then the brakes wouldn't go back to normal by restarting the engine. However, you gotta look all around that system & try to find anything that's messed up. It may be that your vacuum booster itself is going bad.
There's no all-encompassing "BRAKE-FAILURE" warning lamp. Brakes can fail in so many different ways that you can't predict, so don't be fooled by the lack of warning lamps.
