The evap purge valve. Do a search on "purge valve" and look at other people's symptoms to see if it matches your problem.

The idle drop/surge is when the valve gets really bad. A lot of times when it just begins to go, you see an erratic idle which gets progressively worse.

Mine (99 204L) started out just being a little erratic at idle. It eventually did the idle drop thing. I tried cleaning it, and it worked fine - for a few days. Replaced with a new one and everything is good.

Don't just do a swap though, the one for yours is like $150 plus even from Eeuro.

If you suspect it's the valve, disconnect the hose from the valve that leads to the throttle body and plug it. If the problem goes away, you know it's being caused by the evap. You have to plug the hose because it would be a big leak, and just unplugging the valve may cause an error code, or if it's that the valve is leaky, may not be changing the problem. While you're doing this disconnect test, you may get a code for a vacuum leak (large, small, fuel cap, etc) depending on how your evap diagnostic works.
