It sounds like it's a reconditioned used block then. It also sounds like what they are doing is getting a block that has already gone through (magnafluxed to check for cracks, checked/decked for flat, reconditioned journals, etc.
It may be cheaper to get a block that has already had it done than to spend shop labor to do it on your block (unless they are also a machine shop). I also reread your old post quickly, and you said that they stated the the block was beyond repair anyway - do you know in what way (is it cracked, are the cylinder walls scored beyond honing oversize, etc.)? A "rebuild" usually includes replacing wear items - main and rod bearings, sometimes pistons, rods, pins and crank if it's beyond reconditioning, etc.
The sucky part about not trusting who's doing it is that they might use questionable quality parts like a cast crank (though I'm not sure if the original is forged), etc. Though with a 2 year warranty, they better be sure about the parts quality or they would having a lot of claim issues. Either way, you won't know where they might be scrimping because everything that critical is INSIDE. For all you know they might just be honing out your block and saying it's a different block. I already don't trust them...a rebuild is only as good as the guy(s) doing it.
I still think it's a little high, but I think it may be your best way out at this point because the car is their captive. It also sounds like they are using your head - I would make sure that it includes rebuilding of the head (valves checken/lapped, new seals, new springs if needed, etc) and not just slapped on as is for that price.
You can try pricing a pre-rebuilt or used install at an indy that you trust, then add that price to the $1500 to see if it works out financially. In that kind of case, you really wouldn't care less if the keep the old engine cuz the indy would be installing a "new" one anyway - you would just have to make sure they give you back the tranny and anything else that's not included in the installed engine price...
