The 99 9-3s use the circuits in the DIC for as a camshaft position sensor. Your issue is that it is MORE likely to be a problem with the DIC.
That being said, when you replaced the DIC, did you also replace the new plugs of the proper type and gap?
My understanding of the type of sensing Saab used on the T-5 models (which is a sequential fire system), is that it uses ionic sensing to "see" which cylinders are under compression, etc. This type of sensing can be very sensitive to plug type/gap/resistance because the plugs are the "eyes" of the system. So, if your plugs are the wrong spec, or if it's old and has an enlarged gap, the DIC won't see the right values.
Try putting in new, properly gapped plugs and see. If it persists, the only thing I can think of that would otherwise cause that code in a t-5 is a faulty DIC itself.
Someone else may have ideas on something else that can cause that fault.
