Rust is bad and evil and very difficult to beat. If you care how it looks, clean with Acetone or lacquer thinner, apply etching primer, and paint over....even Tremclad enamel will work well.
But if it were me, I'd clean it up and apply oil and then some Vaseline if you cannot get your hands on some WaxOyl. I'd reapply from time to time, as I do whenever a change tires at the end of Summer or Winter.
Never, under any circumstance, would I apply any kind of rubberized or tar based undercoating as these are known to trap water and promote rust unless factory applied in a controlled environment with proper metal preparation. In fact once the OEM stuff begins to fail,and it will, it's best to remove it from the affected areas.
