I fill it to 2/3, then shake it to move it around. I do this 2-3 times and put the filter on at about 2/3 to 3/4 full. This does seem the get pressure up slightly faster, but I think it's mostly just easier on the filter to not have oil under (moderate) pressure hitting it at start-up. Or so goes my theory.
OTOH...
you have to think that (good) oil filters are designed to handle the first hit of oil hitting them after a change, so it's probably more paranoia than anything else to fill the filter. Also, there's enough residual oil everywhere in the engine to lube things sufficiently for a coupla seconds after start-up. The engine is still warm and oil is designed to cling to surfaces, so a couple seconds at start-up (~1,000 rpm) is not going to hurt anything. Millions of cars and oil changes done without filling the filter or pre-cranking would indicate that these things are nice but not essential. Just using good oil and filters is MUCH more critical.
