If the "timing chain" guides are worn and the tensioner is fully extended, cutting the balance chain may not solve the issue. I just did my wife's '99 9-3, and removed the timing chain cover with the engine in place, using the "loosen the engine mounts" technique to move the engine over enough to remove the timing chain cover.
The only real issue I ran into was that I couldn't get the idler pulley on the balance chain off. Removing the balance chain with the idler pulley still in place was easy as the chain was stretched. Putting the new balance chain back on with the idler pulley in place was a b&*^%, as there was very little slack. The problem was the chain fitting fully on the sprocket on the crankshaft.
I ended up lining up all the timing marks for the balance chain sprockets, then put the balance chain on as many teeth as possible on the crankshaft sprocket (couldn't quite get it past half way on), and then rocked the car in gear to spin the engine and get the balance chain to thread itself on the rest of the teeth of the crankshaft sprocket (kinda like changing gears on a 10 speed bike... the chain makes its way to the next gear a few teeth at a time as it rotates). Worked a treat! At 11 years old, don't anticipate doing that again on her car. HTH
