I believe I have found the issue. The bolt holding the timing/balance guild was loose, and the guide had worked its way out along the bottom end. It looks like the balance chain was starting to saw its way through the guide.

Also have a question on the balance chain sprockets. The Exhaust side balance sprocket looks odd to me when comparing against the intake side, and the idler. The two rings (not sure of the correct terminology) on either side of the gear are extremely loose. On the idler and the intake side sprocket these rings are free, cut concentric with the entire gear, they do not move as significantly as the ones on the exhaust side.
