Sounds like they are running out of ideas.
Try to find Saab shop and have them look at it again and maybe double check the wheel balance and also drive shafts and inner drive joints.
Can't say I have ever heard of a torque converter creating wobble at speed and around 60mph but it is plenty of stories with tires and drive shafts and worn front suspension parts creating wobble at around 55-60mph.
Even warped brake rotors have created wobble at speed but not when applying brakes.
