Hmmm...if the nylon plastic toothed cable had broken, you would be able to push it back in part way. Since there is resistance, the cable seems to be intact, so it sounds like either the antenna motor died or something is binding on allowing the cable to wind up to retract the antenna. If the hatch is open can you hear if the antenna motor is working/turning, or just a hum or buzz...or nothing?
You might have to remove the antenna assembly and motor and open it up to see what is binding, re-grease everything and that might fix it.
