Are you using vise grips with flat jaws or curved jaws? I have always had good luck with curved-jaw vise grips, and I am always sure to make them grip more on the flats of the bolt/nut than the peaks. If you grip on the peaks, and it moves, it will automatically loosen.
You may also end up breaking the bolt which is a completely different story. Can you send a picture or describe the location?
Given your tight clearance I just don't imagine an easy-out being a viable alternative, but it would help to see.
