Sorry, but the laws are there for a many good reasons. Coming around a curve or over a hill with headlights that are too bright causes safety issues. Even if you have headlights aimed correctly with a proper cut-off, if the output is significantly higher than normal, rain/ice/snow on the road causes glare into oncoming traffic.
Newer HID and LED headlights still have requirements they must meet to be legal. The peak brightness is similar to older halogen. The advantage of the newer lights is that they have a more broad, uniform output.
Running higher wattage bulbs have major drawbacks. The reflector can't take the heat and the coating will cloud or come off. This happens somewhat even with stock bulbs. You risk melting stock wiring/electrical. With most relay kits, they run off one side only, so if there is an issue you suddenly have NO lights.
Running modified lights that blind me is a good way to get reported to local law enforcement.
