The easiest at this point would be to check that the relay has power and ground signal to trip the relay.
By jumpering the relay pin 30 to 87, you have already confirmed that you have battery power and solid wire run out to the fan motor.
Now you need to use a test light and see if you have power to pin 85 of relay (most likely you have) and trigger ground to pin 86 of relay from ICE and go from there.
