Seeing a lit test light hooked between 87 and positive doesn't mean anything more than that you are seeing the ground circuit through the fan motor.
Seeing the lit test light on 85 and positive seems to indicate the ICE is sending the proper ground signal to relay at temperature which is also confirmed with that you hear the relay click.
It makes ABSOLUTELY no sense to me that you can hear the low speed relay click and see the fan motor come on at high speed (at high engine temp) with relay plugged in but you can induce low speed fan action by jumpering the 30 and 87 on low speed relay position?????
I don't know where to go from here.
