My 95SET is my first Saab, so I can't help much.
I added a polypropylene funnel to my air box. The funnel had to be heat post formed to get the size that I needed. The 15" snorkel tube which extended 1/2 into the air box was removed, and the funnel fitted over the boss that the snorkel tube had inserted into.
This helps a lot. But it still creates a dynamic loss. A few others cut 3" holes in their air boxes, and bonded in a 3" OD PVC electical conduit section. This should be better. But the end needs to be funnelled or flared to reduce entry losses. The nice thing about what I did, it that is has the potential to be an inexpensive "bold on" solution. But as simpe as it looks it was very difficult to fabricate. I could invest in some tooling, but I don't know that it would be worth the effort to produce in quantity. There are other solutions with cone filters located well forward under the head lamp as well. This approach could also lead to a product if developed. Mandrel bend tubing is expensive. Brittle plastics should be avoided down streem of the filter. A collision could then cause shattered plastic to enter the turbo. So the plastic pipes at the hardware store might not be a good choice, but could be used for temporary prototyping and proof of concept.
The main issue is cold air induction. How air from under the hood will cause a net loss of power in the summer. To keep temperatures down, there is the upgraded IC path, as well as insulating the turbo pipes. We had a recent thread going on heat spacers between the intake manifold and the head. And the throttle body is heated too. Perhaps that can be defeated in the summer.
Also see http://www.saabnet.com/tsn/bb/NG900/index.html?bID=29988 for details on the NG900 1994 1999 model year throttle body transistion issue. I eventually cut the casting in two, so I could grind it out everywhere, and put it back together with clamped rubber joint. This casting was a gross error that should never have happened. So I assume that there is nothing nasty like this on other models. Many others have done this work to some extent and reported to be extremely satisfied with the effort.
