First off, separate the hand brake issue from the pad wear/caliper issue. Most likely, at 100k, unless you've driven with reckless abandon with your emergency brake on, your hand brake problem is just a matter of adjustment. There are 2 ways to adjust the hand-brake. The primary way is to adjust via the star wheel through a bottom outside hole at the bottom of your rear hubs. If you've had someone adjust the hand-brake by taking the slack out of the e-brake cable under the center of the vehicle, they've most likely done it improperly.
If your brakes are squeaking, this could either mean nothing, or something major. Do you feel grinding or roughness when you apply the brakes? If so, you are running metal to metal- ie metal brake pad backing to rotor. This is a bad scene, and you shouldn't drive, even to the shop. If your Saab isn't exhibiting this symptom, you need still have the pad wear looked at, especially at this mileage. A lot depends on the type of mileage that you have on your vehicle. For example, I only replaced my front/rear pads at 160k miles for the first time on my 94 900 SET. However, I run mostly turnpike miles, with little stop and go. At 100k, if you do a lot of city/suburban driving, you might need to replace your pads and/or have the rotors turned (or replaced).
As far as a caliper problem, if you had your brake system bled, with the brake fluid flushed and replaced at some sort of reasonable interval, your calipers should not be seized. If you have never had this procedure performed, no matter what the diagnosis of your brake problems, I would have it done on a regular basis. Brake fluid is FAR cheaper than an entire ABS system, which will surely make you wish you never owned a Saab.
A word to the wise-- don't take your Saab to anyone but a (trusted) dealer, or a shop that is familiar with your Saab model.
