The hand brake shoes should never wear by any amount!! They wear when they get hung up and don't retract properly. If they sieze and will not engage, then the handle will not come up. I expect that the shoes have a significant amount of wear because the mechanism is rusty. The hand brake mechanisms need to be opened up and cleaned and libricated. If not, this is what happens.
The original rear pads. Sounds hard to believe. Often the inboard rear pads get rust bound in the caliper slots, and this pad will not move. It does not wear, the outboard pas then has accelerated wear and my go steel on steel. Then it is pads and rotors. The pistons are not the problem. The pads have to be removed, rust scaped away, and the slot end contact points and the pad backing plate edges greased as a preventative. These probems have been typical of this design that dates from the 1960's.
I have 115000 miles on my 95SET, and have never had to adjust the handbrake.
