Can I be the spoilsport first? Most states and the fed's don't allow foglights with high beams. Now for the whether it can be done or not. I checked the factory wiring manual. The output from the fog lamp switch goes to the ICE control module and output from there goes to the foglight relay. It appears the ICE cuts out the foglights when high beam is selected. So you would have to jumper across the input/output for the ICE. If you have a Haynes manual, it shows similar and gives you the colors for the wires.
