When you are using the high beams, it is usually to facilite vision at a distance, which goes along with higher speeds. There is a black panel function and instrument dimming to reduce the near field light from reducing your night vision by causing your pupils to constrict.
When you use the fog lights, you produce lots of near field light in front of the car, which at high speed produces no reactable warning time. This reduces your night vision, and reduces your ability to resove contrasts in what the high beams light up in the distance.
So for highway driving, you do not want the fog lights on.
