I had the same issue and got better flow after cleaning out the nozzles with a small wire. My driver's side is still a bit weaker, more so when very cold. I suspect the check valve is an issue, as the driver's side takes a while longer to get flow, but the passenger side develops flow quiet quickly.
These things would never screw up when the weather was good when the task might be more pleasant.
