Well... From my experience, the reason for weak output on a '94 or '95 washer pump is the pump design itself... They switched to an improved design in '96 which requires a new reservoir too (total cost about $120).
The other design change in '96 was that they switched to independent check valves for each nozzle under the hood. The problem with the '94/'95 design is that the fluid first goes to the passenger side, then comes back to the driver's side... Thus, the driver's side gets less flow. If you take a look at any '96 and later 900 (or 9-3) you'll see how they changed the hose routing and installed two check valves.
It's a trivial upgrade that will cost you less than $10 for the two new check valves. You should be able to use the existing hoses but might have to trim them a little. Check with your dealer/parts dept.
