i too had your concerns and have found that if you are doing a lot of city driving and really getting on it, it is rather easy to see your milage. while rated at 21/28, my experience is that while the 28 is easy to get on the highway, the 21 is hard to achieve unless you drive very carefully.
i used to average 20-21 mpg and just assumed that my O2 sensor was shot. before swapping out that part i decided to first modify my driving technique and now average 23-24 (30% of my driving is city streets). i use techron (concentrate) once a month, have had throttle body cleaned, plugs changed (as per maintenance schedule), and still have original O2 sensor.
my advice would be to first get a handle on you city/highway milage split by clearing the trip computer during sustained driving in both environments. then trouble shoot from there.
