Standard operating procedure for removing rusted bolts...
A) Spray on the penetrating oil (WD40, Liquid Wrench, PB Blaster, etc) and let it soak in.
B) Try turning it but don't strip the bolt head.
C) If it's stubborn give it a few taps with a hammer to break it loose
D) If (or when) you strip the head of the screw, you either have to drill it out or chisel it out. Try chiseling first, just work at an angle and try to make a groove in half of the head going counter-clockwise.
E) If all else fails, get a bigger hammer.
