suggestions on keeping wheel covers on steel winter rim

Just purchased 4 new Blizzaks, steel wheels and cheapo wheel covers for my '97 900S from tirerack.com. I put all on myself except one that was seized on, so I took it to the wheel shop. THe wheel covers come with a wire "hoop" that are supposed to be fixed inside the covers in order to spreaad the clips and keep the covers securely on. After struggling with them, I realized they were spreading the clips to wide to fit on this particular rim, so I put them on without them. Mistake! I lost the two on the drivers side somewhere within the first mile of my home. I suspected this would be the case and put my phone number onthe inside of them in hopes I would recover them. I know they are dead cheap to repalce, but I don't want to do it every mile!! Any suggestions short of running none at all for three months or so? And if I do, would this allow the salt and snow to really penetrate the rotors, mounts, etc?
