There is no way that a boost controller can have any effect on the manifold pressure when at idle.
When a MBC is used with the BPC valve still controlling the boost, the bleed port of the MBC is plugged which turns it into an adjustable relief valve. You hook that into the pressure inlet side of the BPC valve and this stops the BPC valve from openinging the wastegate progressively and prematurely. That improves the spool up and the stock pressures are achieved. Note that if the BPC with its bleed port is blocked and you install between the BPC and the acutator, the actuator would get pumped up and it would not retract.
Don't worry about the turbos, they work well delivering much higher boost.
BPV = the big plastic bypass valve
BPC = boost pressure control valve
BPV != BPC
Your pressure at 1/3 into the red sounds about right. You don't need a boost guage to make that setting, or to watch manifold vacuum.
Don't forget the TBTC mod.
