Sounds as if Dean is right - replace the Direct Ignition Cartridge - its the red section on top of the engine.
You can get one from somewhere like eEuroparts at a much better price than the dealer (see the parts link on the Saabnet home page) and you really can install it yourself in 5 or 10 minutes using the torx (star shaped) screwdriver from the car's tool kit in the trunk. Unplug the wiring plug at the drivers side end,(you may have to use a small screwdriver - gently - to pry back the burgundy retaining clip) then undo and remove the four torx screw and, grasping both ends to the DI cartridge - pull straight up - it just pops off. Put the new one in, replace the screws and the electrical plug - I bet the car starts :-)
Then go ask for your money back on the ECU parts and labor and find another mechanic :-)
