cell phones, questions from a wannabe user (I think).

I've resisted a cell phone, but wife would like us to have one for vacation and other travel, as well as emergency use. I know next to nothing about these systems. I'm interested in a very basic package that gives minimal minutes, and more minutes on nights and weekends. I REALLY plan on keeping use to a minimum.
I've searched through messages on this board, and don't find the answers to my basic questions. I'd appreciate your input!
1. What should I look out for in a contract to avoid nasty hidden costs?
2. I've seen a few programs at around $20/mo with 1hr peak and 10hrs 'weekend' are there better prices?
3. Am looking for free long distance. Am seeing with areas that have 'digital roaming'. Is this common practice?
4. What providers have you been happy or unhappy with?
5. What 'hardware' ie phones are good basic instruments?
6. Is voicemail standard on these basic programs?
7. What questions have I not thought of?
8. Is there a good website offering information or service?
Thanks for any input which will help bring me up to speed and help me make good choices!
Eric
