I've been using Earthlink DSL, which is provided by Verizon. Since I'm only a few blocks from the Central Office, I see very good speeds (700-800 kbps most of the time, occasionally dipping to 500-600 kbps).
I've had less than 20 hours of downtime (total) in over three years. Compare that to the pathetic cable TV service we get from Adelphia. I personally haven't seen too much downtime (just terrible picture quality), but my parents (same city) see about a week of downtime PER YEAR (ranges from 30 min to 12+ hours at a time). No way I'd trust them to provide reliable cable modem service.
The main downside of DSL (for now, at least), is that you are required to pay for a phone line in addition the the DSL service. Sucks, if you want to ditch your land line and go entirely cellular. This policy is supposed to be changing "soon", which probably means within the next year or so.
