Many states considered the question of sticking with two plates or issuing only one back before cameras were even really used in most states. Those that decided to stick with them, even in areas without cameras, obviously thought they were important. I know this issue came up here in the 80s. Others of states of course decided to save a little money and drop one.
I suppose it depends on where you are at but I have lived in towns in WI where you'd probably be pulled over within 10 days of driving around without a plate and you'd get the fine. This is in places without any cameras. Other cities in the state you might go years and never get any unwanted attention. However, I see no reason to raise my profile. Even if they don't pull your over for the plate they might give you a little more attention as you go past than you'd get otherwise.
