If your water heater is gas, then that isn't it.
But it is probably a ground issue, and could be caused by any appliance that uses water - whirlpool tub, dishwasher, disposal, etc. If so, an electrician can track it down for you, or you can experiment on your own until you've figured out what it is. If the problem is as easily reproducible as you say, then I'd try flipping breakers one at a time to isolate the offending circuit, and then unplugging the appliances on that circuit one at a time to find one the needs repair. But, BE CAREFUL when moving the appliances - if the lights are dimming, then it's probably a pretty serious short. The reason you're only getting a little shock through the faucet is because the plumbing is grounded. But if you touch something hot on the appliance, or the copper tubing leading directly from it, you might get a pretty unhealthy shock.
Is this an old house? I've seen a bizarre case where the plumbing was receiving a small current through the electrical ground. A leaky copper pipe had saturated the soil it was buried in, and was receiving a current that was apparently coming from the nearby ground for the electrical. I wouldn't have thought that possible, but weird things happen in old houses.
