There's been some good suggestions given in this thread.
One thing that I thought of is this: When you turn off a water faucet, there is a "water hammer" shock wave sent through the piping, causing it to shake a little. This may have rubbed the insulation off of some wires over time if the wires were touching the plumbing. Likewise, it may have affected the ground conenction where it attaches to the plumbing (What Bill Homer suggested).
Since you seem to be having electrical anomolies when you turn off the faucet, it leads me to believe that the plumbing's slight movement at that moment is related to a change in the electrical circuit. I'd look (if you can get to it) at all the piping and make sure than there are no wires touching it, and make sure the ground wire is well-connected.
