It's impossible to justify a smaller car on the basis of fuel economy, unless you're talking something like a Prius or Civic hybrid.
I don't commute and live in a semi-rural area and get 23 mpg in local driving in my '96 9000 CSE. About half my yearly 13K miles is 4 to 7 hour mostly highway trips on business. Driven at 75-80 on those runs I get 27 to 29 mpg. I can crack 30 if I behave or stay under 75. The car is comfortable, safe, holds a lot, is paid for.
My wife's '03 9-5 Linear wagon gets 24 locally and 31-33 on the highway. Once again, comfortable, safe, holds a lot, paid for.
It'd be nice to get better local mileage, but there is no real payback on the investment in a new car that only delivers a few mpg better. For 35-40 local and 40-50 highway I'll trade. Ship me a turbo diesel and I start to get interested.
The only argument for something like a Prius is that it gets better local mileage. And for that you give up handling, comfort and probably some safety.
