I don't follow your logic. The State enacts a law of questionable motive and effectiveness, spends resources to enforce it and prosecute those who violate it, and the citizen who exercises a rightful challenge to it is the one responsible for wasting government resources?
I disagree that this law is somehow a net positive for society. Putting aside the free speech and privacy issues for the moment, I think the economic impact of laws such as this is negative. First, the police officer spent time pulling me over and ticketing me. Now, I rank pretty low on the list of threats to fellow citizens and property. He could have been doing something else more useful. Maybe, without this law, he's not necessary. That could save the city some money (I'm being hypothetical here. I like and respect cops, and appreciate the job they do, usually). Second, I will contribute more overall good to the economy with the $150 I could potentially lose than the state. Trust me.
Most likely, they are going to get some money from me out of this. But, as you can see, there is a higher purpose here.
