There is almost never a need for a full stop. And most of the time the white line is not in the optimal visibility spot anyway.
The main reason there is a requirement for a full stop is that otherwise the rule would not be enforceable. Everyone would just go to court and argue about about the definition of the "safe" speed. So the way it is supposed to work is that once the policeman determines your speed is "unsafe" he tickets you for not fully stopping. Of course, it also creates a possibility for ticketing at any speed so the rule can be abused.
It is similar to the current situation with speed limits. They pick the worst offender and ticket them going over the speed limit despite the fact that 95% of the traffic is going above the speed limit as well.
By the way, the "Yield" sign does not require/imply the need for slowing down - just that one yields to the priority traffic.
