There has to be about the same amount of steel in a rotor as in a drum, and costs for mass production machining can't be much different. A caliper is more complex to make than the piston in a drum set up, but the whole system is basically simpler.
I think a lot of this is the perceived value of discs over drums, so people will pay more for something that really doesn't cost much more to produce.
