I think the reason for Nevs going forward with the gas version 9-3 this year is to keep the production facility in Sweden staffed and in working order utilizing what remains of the Saab work force and equipment. They understand that it will be much more costly and difficult to start up from scratch a year or two down the road when they are ready with their electric version.
I doubt they are expecting a great financial return from the effort, but see it as a manageable expense needed to get the electric car in to production. I wouldn't be surprised if they haven't targeted the Chinese market to receive most of the production.
