The main problem I have run into is the snow insulates the point of contact between the roof and the bottom of the snow. So the heat escaping from your house is able to melt that little bit of snow, travel down the shingles, and dam up behind the ice. If you get the snow off, the cold air will be able to re-freeze the moisture before it dams up and back into the house under the shingles.
I learned the hard way that you have to get as much of the snow off as possible. Last year I thought I was being smart by raking the bottom 3 feet or so of the roof, but all that did was move the ice dam up three feet. Going out at 11pm and removing the rest of the snow allowed the dam to re-freeze and the leak stopped almost immediately.
