For paperwork, just get a generic bill of sale from the internet which along with the title is all you need. It's really just to protect you from liability if they do something stupid with the car before transferring the title.
I've always just done cash and this is standard for less expensive cars and you should expect it from the buyer. For more expensive, I know some people go to the buyer's bank with them while they draw a cashiers check which seems like a very safe bet. Not everyone wants to walk around with cash on them or has time to get it before checking out the car, so shaking on it or getting a small deposit and giving them a day or two to come back with the cash and signing the paperwork then is pretty common.
For negotiating, most people on both ends expect to come down in price a bit from the listing. Usually a couple of minutes of good natured back and forth gets everyone to the price they expect. As a warning, low end cars can attract weirdos, flakes, and d*cks. When I sell on CL I usually don't include my phone number so I can weed these people out at the email stage. A well written ad with a reasonable price (plus a little negotiating room) is usually a good sign for both buying and selling. Don't advertise something at 'too cheap' a price, as this really brings out the unpleasant buyers in my experience.
The tag thing is probably the trickiest. Some states the tags stay with the car which makes things easy, just drive it away. I've had people bring their own tags from another car (obviously not legal but what are the chances of something happening on a short drive home) or meet at the DMV to conclude the transaction and get new tags then and there. I wouldn't let someone drive off with my tags in a state where they don't go with the car, it's really the buyers responsibility and liability at that point.
