Sorry Bill, judging from the photo there's very little chance of unscrewing either of those fittings. Since water tanks are steel the proper installation requires that dielectric unions are installed to attach the copper pipes and prevent galvanic corrosion. It's sort of amazing that it's gone 14 years without leaking but the jig is up now. If you are prepared to replace the heater anyway then you have nothing to lose by trying.
