No shut off valves on the cold water or the hot water lines - I'd put them in if you decide to replace the water heater - which may be advisable given it's age. Usually code requires valves.
My water heater started leaking from the bottom a few years back the night before I was scheduled to go on my annual elk hunt. My wife bless her heart told me to go and she she showered at the health club, but replacing it was the 1st order of business when I returned.
