The nature of the design has actually been the subject of a lot of discussion, because it does *not* meet the design criteria originally set forth. At some point the design was compromised, and at some point the design was corrected.
What is interesting is how everything went down - IIRC GM's position is that one engineer was responsible for the bad design, the corrected design, and the subsequent coverup. That guy took a beating. Another position is that the design was compromised, the engineer found the problem, brought the problem to the attention of others, nothing was done, and he took matters into his own hands to correct it. Yet another theory is that the engineer is just GM's scapegoat, and he's off living somewhere with a fat settlement to keep his mouth shut.
We'll never know the truth of the matter - way too many layer of bureaucracy buried by too many years. But core fact is that the part was incorrectly designed, subsequently corrected, a bunch of warnings were swept under the rug, and GM did not issue a timely recall. The details are probably moot.
But the takeaway is: The GM Plunger Detent Debacle has absolutely nothing in common with any Saab ignition switch ever made ever. :D
