Cannot see any reasons to use a fiber washer over copper or aluminum unless threads are so weak that you can't torque the plug properly or that the oil pan has some uneven surface that the washer needs to sink into.
The Saab 900 V6 had an oil pan with a nut welded on the inside. The spot welds created a few dimples in the sheet metal and it was hard to get the plug to seal. I used a softer aluminum washer instead and torqued the plug as much as I dared to make the washer dig into the dimples.
You could see the imprints on the old washer when removed.
I have seen plenty of fiber washers being used and one thing that stands out is that the plug usually comes loose a little bit easier to the point of almost being finger tight only. That's not a good thing.
